Higdon Small Lake Subdivision is a 3 lot major subdivision which if it were a 2-lot subdivision would be a minor subdivision. Lot 1 is located on Watershore Drive, Lake Kahre Subdivision, Darmstadt; and Lots 2 and 3 are located on Hillside Drive north of Orchard Road; Vanderburgh County. All the storm run-off from all the property (except some incidental road drainage) drains into the existing lake, and there are no wells, springs, seeps or mutual drains identified on any of the 3 lots that should impact the need for a full blown drainage plan. The county surveyor recommends approval of the drainage plan submitted by Easley Engineering.

 

Wynnfield Sub. Section One brings a revised final drainage plan the result of negotiations between the developer, the lender, the county engineer and the county surveyor with the intent of identifying infrastructure acceptable to release a portion of the letter of credit and infrastructure yet to be constructed in accordance with approved plans. The plan will show what drainage facilities are complete and which improvements remain necessary to complete. The recommendation will be given at the meeting.

 

Lautner and Schuler return with an updated and completed drainage easement encroachment agreement showing the finished improvements to their property including a swimming pool, a stone retaining wall, drainage swale with subsurface tile, landscaping, etc. some of which lies within the drainage easement as seen on the drawings submitted by James Farney, PE. The neighbor, Mr. Herman G. Bear, objected at the previous hearing of this petition, but I am not able to contact Mr. Bear as his phone number is not listed either in the book on in the voter registration records. He was at the last meeting, but as we did not discuss this item, he did not approach the board with comments. I assume he will attempt to determine whether the issue is on tomorrow’s agenda, but he has not contacted me. The county surveyor’s recommendation will be to approve the encroachment and further to tell the board that the improvements made by the Schuler/Lautner’s are extra fine in quality and no storm water run-off passes through their drainage swale other than that which comes directly off their own backyard and ½ the rooftop of their home. This is a very small amount of run-off and the swale is far larger than necessary to handle that quantity. The collected run-off in the swale then discharges from the northwest corner of their property into a well defined and stone lined channel thence directly into a storm water inlet about 10 or 15 feet inside Mr. Bear’s property but actually ½ on his and ½ on his other neighbor’s land (on the line). Additionally, no storm water turns away from this course and travels east across Mr. Bear’s backyard nor his other neighbor to the east as was represented by the two men at the previous meeting. In fact, all of Mr. Bear’s backyard water does exactly the same thing as the Schuler/Lautner run-off except that it flows through a separate swale totally within Mr. Bear’s yard and separated by a significant berm of earth planted with trees and shrubs. I will be available for more details at the meeting.

 

Hirsch/Stockfleth Construction Drawings are accompanied by a Notice to Bidders seeking proposals for a project we have discussed many times before, designed by Bill Butz, PE, Structurepoint, our contract deputy for the reconstruction. The railroad is well along with their trestle repair and I will have more details at the meeting. Basically I am asking the board to seek bids for our part of the job.
